ABOUT ME

Hüseyin Akarslan graduated from the Turkish Police Academy in 2006. He earned his master’s degree in computer forensics from the Institute of Security Sciences in Turkey in 2011. He has served in the Turkish National Police for more than fifteen years in different positions that were related with information technology (IT) and cybercrimes. The author is currently working as the Chief of the IT Unit in the Counter Terrorism Department of the Turkish National Police. He continues his Ph.D. education in the Management Information Systems Department of the Informatics Institute of Gazi University in Turkey.

A Model Proposal for Analyzing Open-Source Information in End-User Computers

Cloud, grid, parallel, volunteer, and opportunistic computing are different forms of distributed computing and each of these concepts addresses different problems in data analysis. One of the latest virtualization technologies, containerization, provides new capabilities with a thin layer on end-user desktop computers in the field of distributed computing. From the viewpoint of management information systems, the information is the key element in decisionmaking processes, and in the age of the Internet the information that is necessary for organizations is accessible from publicly available open sources. Every organization needs to operate an open-source intelligence process to use the open-source data in different levels of management. However, the problem is that each organization needs data scientists and hardware and software resources to fulfill this requirement. Big enterprise companies or governments can make an investment to solve this problem, but small and medium-sized enterprises or small institutions may not have enough budget. A distributed microservice-based data analysis model with the technology of Docker containerization on the end-user computers is proposed. Article Page

SİBER GÜVENLİK VE SAVUNMA:Biyometrik ve Kriptografik Uygulamalar

Kısacası kamuya açık kaynaklardan elde edilebilecek verilerin toplanması ve analiz edilmesi süreci olarak tanımlanabilecek açık kaynak istihbaratı (open source intelligence - OSINT) bu çalışmada disiplinler arası bir bakış açısıyla farklı yönleriyle ele alınmıştır. Kapsamı itibariyle çok geniş bir konu olan açık kaynak istihbaratı önemini giderek arttırmaktadır. Birçok farklı alanda başarıyla hayata geçirilen bir yöntem olan açık kaynak istihbaratının temel prensipleri, metodolojisi ve güncel teknolojik gelişmelere nasıl entegre edilebileceği uygulamadan örneklerle açıklanmıştır. Genel bir çerçeve çizilen bu çalışma da ele alınan alt başlıklar daha derinlemesine incelenebilecek konular olduğundan kapsamı genişletmeme adına öz bilgiler ışığında tartışılmıştır. Her bölümde açık kaynak istihbaratı ile ilgili popüler eğilimlere değinilmiş ve son bölümde ise gelecekte yaşanabilecek gelişmeler vurgulanmıştır. Book Page

Abstract: Unmanned Aerial Vehicles (UAV) have been developed for different purposes for many years. But recently drones have been used in terrorist activities in Conflict Zones and Turkey. From now on governments are facing the reality of UAVs in terrorist actions day by day. In this paper the concept of the UAV is described in detail and some case examples about how they are used in terrorist activities are given. Existing Counter-UAV (counter-drone) systems are analyzed according to their capabilities. The aim of this study is to draw attention especially to swarm attacks with drones and to guide the defence community about the requirements of C-UAS (Counter-Unmanned Aerial Systems) solutions. Kitapta; Bilişim Sistemi ve Temel Kavramlar, Suç İşlemek İçin Kullanılan Bilişim Teknolojileri, Temel Güvenlik Önlemleri ve Adli Bilişim, Doğrudan ve Dolaylı Bilişim Suçu Kavramı, Soruşturma ve Kovuşturma Evreleri, Uygulamadan örnekler yer almakta olup, bu baskıda özellikle bilişim alanındaki suçlarla ilgili olarak sayısal veriler güncellenmiş ve 2006 – 2013 yılları arasındaki il bazında bilişim suçları tablosu eklenmiştir. Teknolojinin gelişmesiyle sosyal hayatın her alanına etki eden bilişim teknolojileri, bu önemli etkilerinden birisini de şüphesiz “suç ve suçlu dünyasına” yapmıştır. Ülkemizde de bilişim teknolojileri suç dünyasının en önemli aktörlerinden birisi haline gelmiştir ve her geçen gün özellikle olumsuz etkileri daha çok konuşulmaya başlanmıştır. Bilişim teknolojileri ve suç dünyası deyince ilk akla gelen terimler olan “bilişim suçları”, “bilişim yoluyla işlenen suçlar” ve “adli bilişim” gibi kavramlar birbirine çok karıştırılmaktadırlar. Evet, bu kavramların birbirleriyle olan bağlantıları ve yakınlıkları çok nettir ancak aralarındaki çizgiyi ve farklılıkları iyi tespit etmek gerekmektedir. Teknik bir alanda suçla mücadele edilebilmesi için konuya teknik literatüre uygun yaklaşmak gerekmektedir. Bu mücadelenin bir parçasını oluşturan uzmanlar kendi uzmanlık alanlarına göre kavramları tanımlamak yerine belli bir yeknesaklık içinde kalmaları önemli bir husustur.
